Life Safety Telecom Fiscal Responsibilities Guidelines
Introduction
This guideline indicates the party responsible for one-time and recurring costs for life safety telecom services and equipment.
SOS Buttons
The department requesting an SOS button is fully responsible for all one-time costs (installations, moves, removes, repairs, etc.) as well as all ongoing voice service charges.
Bluelight Emergency Phones, Courtesy Phones Expressly Used for Life Safety, and Area of Refuge Phones
Typically these are phones needed for life safety. But, these phones may be needed for a department to utilize a given space within the building as intended (e.g., a lab with unique research compliance requirements). Note: only University Police and Safety can determine if a courtesy phone is needed to fulfill a life safety function such as the ones installed in the hallways of A.G. Hill.
Determining One-Time Cost Responsibility (installation, moves, removes, repairs, etc.)
- If adding, relocating, adjusting, moving, etc. results from a remodel or construction project then the project or department pays all one-time costs
- If the device is in a building used by multiple departments or academics, in a public outdoor location, etc. then the cost is expensed to ITS and included in the voice line rate
- If the device is in a building used by one unit or college, department, or an external organization then the department pays all one-time costs
Determing On-Going Voice Service Charge Responsibility
- If the device is in a building used by multiple departments or academics, in a public outdoor location, etc. then the cost is expensed to ITS and included in the voice line rate
- If the device is in a building used by one unit or college, department, or an external organization then the department pays all recurring cost
Courtesy Phones (not expressly used for life safety)
The department requesting a courtesy or other public telephone is fully responsible for all one-time costs (installations, moves, removes, repairs, etc.) as well as all ongoing voice service charges.
Elevator Phones
The logic behind the fiscal responsibility for these phones is unique in that these phone services are essential in order for a building to have a certificate of occupance and be used by the public.
Determining One-Time Cost Responsibility (installation, moves, removes, repairs, etc.)
- If adding, relocating, adjusting, moving, etc. results from a remodel or construction project then the project or department pays all one-time costs
- If the device is a typical NDSU building (non-external) then Facilities Management pays all one-time costs
- If the device is in an external organization's building then the external entity/department pays all one-time costs
Determing On-Going Voice Service Charge Responsibility
- If the device is in a typical NDSU building (non-external) then Facilities Management pays all recurring costs
